Target Keywords are the words that you feel will bring you the best traffic. How do you define the "best traffic"? It depends on the purpose of your site. For an ecommerce site, the best traffic might be people who most often tend to buy your products, or the searches that lead to the purchase of your most expensive or high profit products.

Target keywords can be placed in many places on a web page:

• In the actual text of the article
• Target keywords are especially valuable in text links when the target page is actually about the words in the text link.
• in the domain name
• in the page name, or directory names, in the Url.
• in ALT text for pictures

Relevance is important. Never mix keywords on a page, or in a link to a page, that have nothing to do with the actual topic of the page. Any schemes to use keyword spam to attract traffic to a website are not things that benefit actual users of your site, and will eventually be penalized.
