Some things to check when faced with this error:
Unfortunately it doesn't make it clear at the start that it is talking about Windows XP Pro, and not Windows XP Home.
On my computer, Add Remove Windows Components has link for IIS, but the details for this does not show "World Wide Web Service" with a details link. Mine shows "World Wide Web Server", but the Details button is grayed out for this.
According to control panel System applet, I am running Windows XP, Home Edition, Version 2002, Service Pack 1.
Another computer here running Windows XP, Home Edition, Version 2002,. Service Pack 2, a newly purchased Sony VGN-U8 Tablet PC, does not even show "Internet Information Services" in the Windows Components Wizard.
I suppose this is a function not available with Windows XP Home. Be nice if the article made it clear closer to the top of the article.

Alien Agenda
By Jum Marrs
Alien Agenda is the silk thread leading the way through the maze of UFO literature into the heart of the UFO controversy. While he begins with the premise that the existence of UFOs cannot be denied, Jim Marrs (author of Crossfire, the mother of all John F. Kennedy assassination conspiracy books) boldly strides into the battle over what UFOs are and why they are here. Marrs's investigative skills are invaluable in this re-examination of questions that have been overlooked, unaddressed, or unsatisfactorily resolved.
