PayPal can restrict your account for any number of offenses that are not clearly enumerated. Basically, they feel that any suspicion on their part regarding your account gives them the right to restrict your access to your funds.
When you log into your account, you will see that your account is "limited". If you click on the link, you will see what they have decided to put you through.

Someone will identify themselves via first name, such as Randy. He may refuse to give you an ID or any additional indentifying information other than his first name. If you press him about the name of his supervisor, he may suggest that he can let you speak with an ambassador. The ambassador will also only have a first name, such as "Ambassador Ted". When asked when the function of a paypal ambassador is, you will be told that they exist to assist the agents. They do not exist to help PayPal customers.
You may end up speaking with "AJ, ID 7877" in resolution department. He may put you on hold while he "looks into" the matter. Then he will come back and tell you that you have to wait, and that they have no time frame to actually respond.
You can ask if there is a way to escalate the complaint. They will tell you that there is no way for you to escalate a complaint. They will tell you that you just have to wait on the review process. It is "first come, first served", even if more than a week has pasted.
You might tell them that they are preventing you from paying some important expense from the money that they have locked in your account. Perhaps because Ebay now owns PayPal , they seem especially sympathetic if you tell them that you need your paypal money in order to pay your ebay fees. Maybe they will offer to let you speak with a senior agent.
When they attempt to transfer you to a senior agent, they will tell you that the senior agent may be busy, or away from his desk, and you'll probably just have an option to leave a message. However, it is very likely that they will actually just hang up on you.
However, sometimes this process of calling them several days past the 3 day time frame will get the account restrictions lifted. Perhaps they are away of a banking law that requires action within 3 days.
