The Carter Center and the National Democratic Institute partnered to monitor the first elections ever by Palestinians in the Gaza Strip and the West Bank in January 1996. Voters, who turned out in large numbers, elected Yasir Arafat president and selected an 88-member legislative assembly. NDI and The Carter Center planned for more than two years to examine three aspects of the election process: the pre-election period, the balloting and counting on election day, and the tabulation and announcement of results. During the pre-election period, they sent two high-level missions to assess voter and candidate registration, the campaign, the political environment, media coverage, the role of security forces, and voter education efforts. On election day, a 40-person delegation observed the casting of ballots and the initial counts in 16 constituencies in the West Bank, Gaza Strip, and Jerusalem. While irregularities were noted, no pattern of fraud or manipulation was detected
