One of the things to discuss is unclassified overview of existing and emerging threat. What does this mean? When you say threat are you saying threat to America, or the world?
Ed: Threat to America. Mind warefare. We are going to be caught with our pants down... I can tell you the topical nature.... The advent of mind warefare in the 21st century. I've only given a cursory mention to this. Most of the time gathering intelligence is passive via remote viewing. A 1970's document that is mostly declassified was issued from the defense intelligence agency on foreign parapsychology development. It anticipated that early in this century, there might be a substantial breakthrough in the defense use of parapsychological methods. Experiments on the part of the chinese and russians, and some naturally gifted psychics, were doing amazing things. Chigong masters reaching through glass jaws, etc. Apportation.
What is that?
Ed: Teleportation is moving something from one place to another. The term for the thing that is moved is the apport. What we were looking at in China as an intelligence collection officer, were both chico masters and children were able to disappear things and cause them to appear somewhere else. This can get complex.
Ed: In everything I am going to say tonight, remember these are trained abilities. You must be trained to fight. Including a psi-war.
Art: Training is basic to everything our government does.
Ed: In the future I anticipate that more and more countries will jump on the psi-war bandwagon. The indian group says they have an operating remote viewing group that has had some success against Pakistan. Our program was disbanded because it was "politically incorrect".
Art: I've always said that if remote viewing actually works, there is no way we can not be using it now. But there is nothing conventional about how our government does things, it is insane.
Ed: This government unit was a white elephant, and scary to people who had aspirations for higher positions. It was also very attractive in a town where knowledge is power. We became the whores, the red light district, of the intelligence committee. Even the senate wanted to use us without their colleagues knowing what they were doing.
Ed: Being politically correct in China does not include any preclusion on psiwarfare. They don't bother to talk about these things at all. They dont rely on western science that needs replicability and an explanation. All they care about is the replicability.
Art: What do you imagine the capabilities of a mature chinese unit? And aportation, I want to get back to that, it is measurable. Has it been heavily documented?
Ed: It was documented in china, but it wont be documented here. In china they have no problem training and using children. Their culture accepts these kinds of things. They put children together as a group. Remember the move "Village of the damned", children are happy when they are rewarded. Their minds aren't closed yet, it is easy for them to do these things.
Ed: The scientists haven't made much progress, they have no way of evaluating the dynamics and the mechanics in the laboratory where they were doing the psychokinesis.
Art: In how many ways does the chinese mind and culture differ from us? Would we not recognize most ways they think?
Ed: My only experience with another race was with the red men. It has been said that the white man can not comprehend the mind of the red man. Culturally it is very difficult, I think that is try.
Art: To speak chinese, you must understand the chinese mindset?
Ed: It is not different for me. Their cultural conditioning is different than ours.
Art: They dont have skeptic societies, they just accept, that is very foreign to us.
Ed: I had an uphill time briefing the govenrment. My uphill battles were also withthe undersecretary of defense. The problem was the not invented here syndrome. They would tell me that they could not accept my intelligence assessment about a foreign success because we had tried to do the same thing and failed. The not invented here syndrome says since our scientists can't do it, neither can theirs.
Ed: I encountered this repeatedly when trying to sell intelligence products to decision makers. I responded to Dan Quayle's request to look for weapons of mass destruction, and I didn't find any, but that administration did not buy that report.
Art: I asked you about the potential capabilities of the mature chinese unit. What might they do?
Ed: There are two aspects. Psi-int is the passive version, human intelligence. It is becoming slowly accepted. Video games are now starting to have it, feature films. The same technologies used on the battle field can be used in the corporate world. And there are no laws against it. It's called "business research", I could look into Bill Gates and see his most secret projects.
Ed: There is threat assessments, and attempting to preclude surprises on battlefields or in commercial markets. Looking at the chinese program the same way I looked at the russian program.
Ed: Also looking at the holes in systems, looking at the weak points of an individual to figure out how to co-opt them. What I'm going to talk about tonight has never been discussed before. It is called Remote Interference.... There is no such thing as Remote Influence using the mind.
Art: You are saying we can't influence the president of russia.... OK what is remote interference?
Ed: Let me caveat what I just said. A team of trained remote viewers can actually, if a target individeual is sleeping or in an altered state, the team can make their presence know in a dream state. That is different than influence..... You can't influence their dreams, you can just make your presence known, you can make your interference. You can't influence the direction of the waking mind.
Ed: Remote interference is difference. I'm not refering to localized things like what what a chigong can do. Mind over matter at a remote distance is remote interference. It is against material, not another mind.
Art: Do you mean there might be a foreign plane flying over an ocean, and a trained group could cause a fuel pump to start leaking?
Ed: No, but they could interfere with a navigation system.
Art: I'm going to buy into this because of our experiments with massive minds. The Princeston experiments with eggs also.
Ed: This remote influence effect changes the magnetic field around the target. The effect acts at the atomic level. The mind is not altering the material, but is affecting. There is no permanent change, like a degausing. Solid state materials are particularly effected. One pure element is very susceptible to this, being used for the psiswitch. The CIA tried to develop a psi-switch.
Art: Does that mean a switch that can be thrown by the mind?
Ed: Yes it does.
Art: You could blow up a bomb with a psi-switch...
Ed: You could. We thought of it mainly for sending information. Getting caught with a phone in your shoe was deadly in spy work... Weak electrical fields are particularly susceptibles. The magnetic field may be weakened temporarily by the interference. It has to be effectively directed, it can't be chaotic. Then there is the precision focused attack. The target must be hit in real time. Retro-PK is trying to influence something in the past that some scientists are working on, but it doesn't work this. You have to hit a target in real time. That is a precision attack. The effect builds up slowly.
Ed: To do this, you have to acquire and connect with the target. You must acquire the target, and hold it. Then you have to affect the system dynamic. Not injecting information, but disturbing the targets equilibrium. Targets are processes. A telephone or your body, is a process. It is a system that is entropic. We are attacking a dynamic process, not a thing, that is important to understand. The way to attack, to disturb the process is still proprietary, but I'll give a clue. Once you acquire a target, and have mastered that, sometimes thinking outside the box is not enough, because thinking itself is a box. There are things in this universe that can not be understood by thought, but only by feeling. Once you lock into with your mind, there is another modality that must happen.
Ed: It is proprietary how this is done. We want to patent the psiswitch. We also need to figure out counter measures.
Art: How far ahead of us are the chinese?
Ed: 15 years, unfortunately, in terms of remote interference. They are 15 years behind in terms of expert remote viewing.
Art: What would be a typical example of their ability?
Ed: Any non-redundant critical shield is ok. Faraday shields dont matter. Another thing to do is to introduce gremlins into the test and evaluation phase in something we are developing. You can spy on something in the US, and see where the work is being done, you can start pinging using this remote interference work, you are interfereing with the test results, so the test lasts longer, or the test agency things the product isn't working.
Art: You are looking for the initial way something is going to react...
Ed: And doesn't our vice president have a pacemaker.
Art: Does this wrap around into the quantum world somehow?
Ed: It is working somehow with a pre-quantum field, some place prior to light. That is a laymens term for attempting to cope with the linkage between mind and matter, which I do not understand.
Art: Scientists can't explain how the connection between two cells occurs.
Ed: I can explain: It is because of symetry. DNA is like a crystal, it is cut to vibrate at a certain frequency. If you have two sets of DNA that are identical, and you ping one, all of them react at the same time. The symetry is a scalar effect. You ping one, the mind sees all the other things as the same archetypically.
Art: There is some kind of communication that goes on beyond symetry....
Ed: Whatever you do to one, you do to the other.
Art: Ping implies, as it would on a computer, you get a return to see how long it took. It implies a communcation
Ed: You don't need encryption. Unless you have that particular DNA, you dont have the operating frequency of this particular type of system.
Ed; This means if I want to put this type of symetry into a switch, I can take a growth of your cells, and hook them up into a petri dish, what I do to one is reflected in the other because of the symetry...
Art: That still doesn't explain the mode of the communications. We believe it is faster than light, but we dont know how it moves.
Ed: That is why I call it pre-quantum. Mind is a monad, and brain is emersed in a field, a mind field, and we operate in the field. It exists as a single program.
Ed: The chinese are using children as well as adults.
Art: IS the child's open mind what makes using them so agreeable?
Ed: They are easily trained, and they adapt quickly to do this. I've taught many children remote viewing.
Art: How do you feel about the use of children by the chinese?
Ed: I dont see any moral or ethical problem with teaching the techniques. I just have the moral and ethical problems of using them for warfare.
Art: I have a hard time grasping this stuff in my mind, but I've seen it work.
Ed: Where these things are going to bite us is that we'll see things that make no sense, but they will effect us. We'll have no way to trace them back to their source, except through remote viewing to trace it back to the source.... We will think of it as gremlins...
Art: Murphy is always around, he is an easy write off. You are saying we are going to see a lot of Murphy?
Ed: We are going to be on the receiving end of some interesting testing.
Art: The ability to make something happen or not happen, to get into the circuits of a computer and cause it to go wrong. Remember the last time your screen went blue? Folks, I'm Art Bell.
Art: What about damaging a hard drive with important information?
Ed: I would go after the operating system, it is a softer target. The drive has a strong magnetic field, and probably can't be done. But the computer would be easier.
