A. As I see it you have two approaches.

1. You can try to sue the offending site. If the site is in another jurisdiction this can be difficult. Remember that someone who hijacks your content is the offender, not Google.

2. Complain to their hosting provider. You can look at the domain registry records and other Internet data to find where their provider is based.
