- Open lines
- A caller claimed that Saddam was negotiating with aliens
- Guest Harry Helms, a fellow radio enthusiastist:
- Shortwave Numbers Stations
- Art asks, "Why is shortwave radio interesting?"
- 1. When everything else fails, shortwave still gets through. It is a safety net for people who want to have access to the world, at a remarkably low price.
- 2. If you like a sense of adventure, finding these unusual stations, like these numbers stations, or pirate radio stations, gives shortwave radio monitoring a sense of adventure, and makes it compelling.
- Pirate Radio
- FCC seems to prefer to go after stations that are broadcasting political content.
- Broadband over Power Line - BPL
- "There is this incredible thing called broadband over power lines that most people probably aren't aware of, and there has been a gigantic fight between those of us who use radio, and those who had dollar signs in their eyes. It would have been a national tragedy, I and Harry will tell you all about it." - Art Bell
- Power companies and internet providers thought this would be very profitable. The idea was to transfer the internet over the powerlines. The big problem is that they are antennas. The hitch in the idea is that it would produce noise that would wipe out shortwave, ham radio, international broadcasters, and FEMA. Fortunately FEMA filed against BPL, and said "Our stuff won't work if you go with BPL."
- Harry - BPL will also affect AM radio. Listeners may have noticed that when you pass near power lines, it gets real noisy. Imagine if that buzz started going everywhere, 24 hours a day 7 days a week. With BPL, you'd only be able to hear AM radio stations within a few miles of the transmitter.
- Art Bell - It looked like the FCC was in favor of BPL. Harry - That was incomprehensible.
- Art Bell - Maybe the FCC knew it was going to get killed, and they just went along with some people. Harry - Or it is lawyers without an adequate technical background making decisions about technical issues.
- Harry - One of the problems with BPL is that the internet involves two way communications. Since power lines are unshielded, it's a hackers dream. Widespread hijacking of emails etc could be possible. It would have been a nightmare for users of the internet.
- Art Bell - It would have killed shortwave.
- Harry - It would have killed military communications.
- Art Bell - Hopefully this idea is entirely dead.
- Shadow Government
- Art Bell - How do you get from being interested in radio and monitoring to get into the shadow government?
- Harry - Manzinar - relocation camp for Japanese americans during WWII. Interesting ghost town. Several thousand Japanese Americans were relocated during WWII, they were American citizens, and never charged or convicted of any kind of crime. They were held there by a direct order of the president, not the congress, and they were basically held as prisoners in their own country. The mechanisms, and the tools, to order someone on the basis of race to be held indefinitely, those tools are still in place, and have been greatly expanded over the years.
- What does Shadow Goverment mean? The collection of laws, courts decisions, facilities, procedures, and tools, where a president on the declaration of an emergency can impose his will on the people without constitutional protection through a device called an executive order.
- Art Bell - We have to have something like this, dont we have to have a contingency, a way to continue, a way to get the word out, no matter what might happen, don't we need this?
- Harry - These plans have gone well beyond prudent safeguards. They have become so open and expansive and available for misuse that they cna be a greater threat to our liberty than the external threat.
- Harry - 1971, President Nixon imposed a state of national emergency to freeze wages and prices for several weeks. What was his basis? An imbalance of payments... These things remain in effect for 6 months until the congress can overturn them.
- Art - There were rumors that president nixon was going to declare a state of emergency instead of leaving office. In fact, those rumors have been out there for almost every president.... Some think that Alexander Hague may have had these plans as he demanded that all documents from the president had to go through his desk. Harry thinks that Hague was trying to guard against the president doing something like this, rather than having designs of his own.
- The most sweeping changes were introduced during the Nixon and Clinton administrations.
