The Insite program from Lycos offers a paid submit to both Fast and Inktomi programs.

These fees can be incredibly expensive for small informational sites. A 90 page website of Bible information would cost over $3200 a year to fully submit with those prices. An 800 page site of book reviews would cost almost $30,000 a year to submit. This is an incredible amount of money, especially since these programs don't guarantee placement. For programs such as Yahoo's paid submission who have spoken publicly about the position of people who pay for guaranteed inclusion, they claim that being included doesn't guarantee any particular position. when they return thousands of results, someone has to be at the bottom of the list, and it could be you!
In the past, there have been ways for nonprofit sites to get registered at a lower cost. Unfortunately, just about any kind of affiliate content or links on a site will cause it to be considered a commercial venture.
A well tuned 1000 page website on reasonably popular topics might generate 1000 visitors per day, and make as much as $40 a day from affiliate programs. When you consider that fully submitting such a site to these programs would cost more than $80 a day, it's hard to see how the above programs could be worthwhile, especially since most estimates show the above search engines as generating only 30% or less of the total search visitor traffic.
